Frege's distinction between Sinn (sense) and Bedeutung (reference) is the founding move of analytic philosophy of language.

Two expressions can refer to the same object while having different senses: "the morning star" and "the evening star" both refer to Venus, but they present it differently.

This matters for notes: a wikilink is a reference. It points. But the sense — what the link means in context — depends on the surrounding text.

A link to @alice / link-topology from a note about graph theory reads differently than the same link from a note about writing practice. Same reference, different sense.
